Norway were in the top two going into their final qualifier. Unfortunately they were away to Italy while eventual automatic qualifiers Croatia only had woeful Malta to defeat. They lost out by a point after being defeated by Italy and will be cursing being held to a draw at home by Azerbaijan.  A win there would have gained them qualification. Hungary finished third behind Northern Ireland and Romania trailing by four points. Greece proved to be their bogey side as the Greeks, who finished bottom of the group, earned four of their six points against the Hungarians. Their 4-3 defeat in Greece was out of character for Hungary who were pretty good away from home in their group. They managed to earn draws in Northern Ireland and Romania and in all drew four of their ten games. That impressive away form (qualification hopes had gone by the time they played in Greece) can earn them a draw in Norway.
